Bluetooth Browse does not actually access device location. Android requires that application request location permission before the application can be able to discover other bluetooth devices around.
Bluetooth Browse does not store device contact. It request permission to access device contact so that two devices running Bluetooth Browse can browse each others contacts.
Bluetooth Browse does not store or use any data it access, in fact user can deny it access to all the requested permissions and Bluetooth Browse would still work, the only thing that will happen is that when another device connects with the device through Bluetooth Browse, that device won't be able to access contents of user device because the user denied Bluetooth Browse access to those content.
